(Burgundy is one of the most traditional colors for velvet dinner jackets so if you'd be willing to consider that it would open up a wide range of options and price ranges for you.)

I was looking around on Etsy and I remembered this post - I did a quick search and found this. It's more orange than rust, and orders from places like this can be a pretty big gamble sometimes, but the reviews are positive. And since the price is relatively low, maybe it's worth it?

Ali Express is a similar kind of thing - it's a risk because some of the stores are pretty decent and some are terrible but I know people who have had success with them. The nice thing about Ali Express is that they usually have a wide variety of colors so you may be able to find something closer to the rust shade that you're looking for. For some reason I can't get their website to work today or I'd try to find you some possibilities. (Maybe try their app instead?) With shipping you'd pay around $75 for a velvet dinner jacket so if your budget allows, it's something to consider.
