DMV Area Affordable Photographer Recommendations?

I'm looking at a possible photographer my sister knows who is new to the area and has a good eye. I hoped she would be a good deal, but I'm not sure. Her most basic package is $1100 for 4 hours and a CD of high res 100 images (not enough). The next two I'm considering are $1700 for 6 hours and a CD of 200 images that are also uploaded online, and $2100 for 8 hours, 350 images on CD and uploaded and some prints. I'm not interested in extras like e-sessions or albums anyway. For comparison, does anyone else know good and affordable photographers in the DC area? I'm in Alexandria. There are a lot of photographers in the area, but it's hard to sort through them and review the ones that are good but affordable and don't charge $3000 plus for basic packages.
