Obviously each state might be different, but I'm in Virginia and cannot find any definitive answer as to if vendors are part of the 25 person limit. We remembered to count my fiance and I, but do we need to count the officiant, photographer, etc? Does anyone have experience or resources they can share? We're reaching out to our venue because they should have the most information, but in the meantime I'm freaking out.
From what I have read, many places consider vendors part of the total count. Confirm with the venue before you push ahead with plans. Also many couples forget to count themselves as part of the group too.
Definitely check with your venue, but I'm also in Virginia and as far as I'm aware, the limit does include vendors in the count. There isn't anything in the restrictions (that I know of) specifically for weddings, so weddings just fall under "gatherings" and vendors aren't called out as being excluded.

That is the most frustrating thing is that the gathering term isn't specific at all in what the governor's put out. I'm hoping I'll hear back from the venue tomorrow and I've already cancelled one vendor and will have to do one more if that's the case.
