Bustle vs Reception dress

My ceremony wedding dress is pictured below with train. Should I bustle for reception or get the 2nd dress without train to change into? I’m a short bride 5’ 1” who will wear heels with the ceremony dress but would like to change to some flats for the reception for comfort. I figured most bustling cost about $100 so I can probably just buy a new dress for the same price.

I would ask whoever is doing your alterations how much it would cost, but my nine point bustle was at 200. And you would probably have to get it hemmed too if you want to change into flats. Depending on the dress, it might be more cost effective?
