I'd start looking for non-traditional venues. Things like natural scenery, etc. My friend just got married in CA on a mountain and it sounds boring but the pictures were insanely beautiful. If there're no real venue costs, you can spend more on food, which people would really rather enjoy, lol.

I would need a little more information as to what you are trying to do with $4k. How many people, what does that price cost? We changed our venue (stupid COVID) and I researched online Maryland elopements. I found a few great places across the bay bridge (like an hour across) NOT ocean city!
