Brother as officiant

Hey everyone! So I live in Pennsylvania and I’ve asked my brother to officiate my wedding, he is not a minister or anything so he’d have to get ordained or something I know. Not positive on details and I know it’s different state to state, I also heard some places it’s not even completely legitimate and people think they are married but aren’t! Anyone else from PA going through this process and have any insight?! What’s he process, price, timeline, legality. Thanks I’m advance everyone!
