Bodysuit with sleeves for wedding dress! Help!!

I don't understand. Would this go under your strapless dress or would you just be wearing a skirt with it? If it's going under your strapless dress, I assume the purpose is to give you sleeves? You can get a similar look with a bolero.

@elizabeth yes it goes under, its more see through than the one i posted i think its made from tule, and the one i tried on in the shop had appliqués on shoulders and sleeve, i want to see more options in the bodysuit.
