I'm thinking I should leave a seat for him that could be switched out for a high chair, or is he too little for one? I figured my sister could also put his little carrier/seat on top of the chair so he's not in his carrier on the ground.

I have 3 kids and one 6 month old . She can sit up by herself so I think a highchair would be fine . A baby is hard though because they don't actually need a seat. But it would be nice to have the room anyway.

Save a seat for him, babies come with a lot of stuff. Even if the baby isn't able to sit in a high chair on their own, many time parents can flip the high chair over to fit the car seat and some places may even have car seat holders. Plus it is had to feed yourself while holding a baby in your lap.

They need a seat. No way is mom going to hold them all the time. The venue should have a chair/device where mom can put baby carier on.
