Affordable Winter Wisconsin Wedding Venues?

Fiancé and I chose a 2 year engagement, we now have 1 year to go so planning has started. I've had a year to do research and can't seem to find anything that would work for us for a winter wedding, that is inside(both ceremony and reception) and isn't a BARN.( I hate barns) We aren't barn/ country people in the least so this has been the worst stress of my life other than completing my thesis to graduate. We currently live in central WI , his family is around New Glarus( and extends to IL), Mine is in Watertown. I am tearing my hair out. How can I afford a venue, food,& everything else? We don't have a lot of money and our parents on both sides are assisting with what they can within their own financial means. Our budget is at max $10,000. Stress is whittling me down and I am very close to just eloping and tell people afterward.
