I am having the sleeves shortened, the dress hemmed (4 layers), and a bustle. Is this on the low/average end of alterations cost?

That is high. Mostly that would be about $350.

Usually on a dress like yours, where possible it is cut along an all around seam, near your waist, and the skirt pulled up a couple of inches, and reattached, essentially taking care of the 2-4 inches of hemming without having to touch the 4 layers of skirt hem, or any lace edgings. It comes out of the top of the skirt. In your case, that would also raise the top of where the skirt starts to flare higher on your thighs, where it belongs, and not as low as it is now nearly at your knees. It is not a mermaid, it is a trumpet skirt. Mermaids flare lower of at the knooe. Trumpets low to mid thigh. It creates a nicer curve for your body proportions having the top of the flare be in the right place. It is also a Time saver on the one redo at the top, not multiple hand rolled hems.

Totally just depends on the the dress. Mine is a lot more than that because my dress as so many layers and she has to take it apart. For what you’re getting done it seems like it’s in the right price range 💝

Dress is gorgeous but there’s lots of details. Details = more costly to alter.

When I got my dress, I was told the hem was expensive. Look how much material it has! I’m getting a corset added for $75 and a bustle for $20. You may want to shop around.

Seems about right, mine was 280. I had to have the lace removed and darted in the back to fix the shoulders $85. I also had 2 layers hemmed $75 a piece and was going to have to have the tulle trimmed $25, but was able to knock that off. I may have missed a few things so I included my break down that she gave me.$450 for alterations? 1
