Has anyone not had a bustle added? That's the only alteration I need but my train isn't super long so I'm wondering if I even need one. Opinions?

Real flowers are so wasteful, and the price doesn't exactly fit our low budget, casual park wedding. We thought of fake flowers, but the good quality ones aren't exactly a steal either, and we will have to hunt down the best ones that fit our color...
