Worried about added guests

We asked my FMIL if she was going to bring her "boyfriend" to the wedding when we were planning. She said oh no, he's married. Well, now that invitations are going out, she wants to include him! I am a bit upset. I know it is only one, but I am afraid this will happen a lot!

She isn't contributing to the wedding at all or even offered and I don't think she knows the cost. In footing most of the bill, and all of the venue and dinner. I know if my folks were alive they would.
How do I deal with this with the potential of this happening more? I don't like being a scrooge, but I don't want to be taken advantage of either.Thanks!

    Just day that we don't have the budget for additional guests. If she wants more then she can pay. Sorry about that situation.

    Thanks ladies. It's $75 a pop, and I'm getting nervous. On the RSVPs, I had it mention a number reserved in their honor. I'm sure many won't follow it.

    If people RSVP for more than were invited you need to go back and tell them “I’m glad to see you are able to attend but we have limited seating and your invite was for x people”. People shouldn’t be so rude but you might have to tell them

    If you can swing her plus one "boyfriend" then i would do so. BUT i would make it VERY clear that she won't be adding any extra last minute guests unless she wants to fork over the cash to pay or their attendance.
