When to give out welcome bags

Hello!
We having a destination wedding in Savannah, Ga. Initially I wanted to do welcome bags and we had three suggested hotels. As time has passed, guests are coming in various days leading to the wedding and booking all over town in air bnb and other hotels too.

I’m struggling with how to give these bags out as I don’t know who is staying where. Is it weird to have them at the wedding? I want them to have them upon arrival but it’s just getting too complicated at this point. Thoughts? Thanks!

Give only to those who are staying at the hotel where you did the hotel block. Definitely don't have them at the wedding.

Can the hotels keep them until the guests arrive? If you can trust them to do that, I would! I plan on asking our hotel to fo that and also stopping by any Airbnb people stay at, likely as a group and also at different arrival times, so I'll leave them in their rooms. 😊

I would ask the hotels if they are willing to keep them and hand to guests as they check-in. I attended an out of town wedding that did this and thought it was really cool! Very fun to get a little surprise after making a long trip.
