What veil and accessories would complement this dress?

You could always add a jeweled belt to add a pop. Pearls are always elegant. As for the veil I'm not sure it would depend on how you do your hair

I would suggest dainty drop earrings and if you decide to wear a veil, a fingertip length would not disrupt the line of the mermaid tail. Some people add a necklace to a sweetheart neckline but I prefer bare. I would not add anything onto the dress as the ruching provides texture and is a more modern look.
