What to do about parking permits for the wedding?

Our ceremony venue requires a parking permit for anyone at the building prior to 5, and has already informed us that they are the last building that security goes through, so anyone without the permit will get a ticket. Our wedding is at 5, so every guest will need them (better safe than sorry). We're taking care of the permits for everyone, my only question is the most convenient way for guests to get them. I know if we mail it with the invitation chances are it will get lost or forgotten at home. We also thought about having them at the hotel to be given to guests with their welcome bags, but some guests are in town, and some have already said they'll be staying at a different hotel to use reward points or be closer to the airport. My idea is to just print a ton off and have them at the front desk of the ceremony site. My only problem with that is it may be inconvenient for our guests to have to run back out to their cars after arrival.
