What exactly does a MoC do?

I have a friend who is really detail oriented and LOVES a great party. I'm only having family in my bridal party, but I'd like to ask her to serve as my Master of Ceremonies. She's helped with several weddings before and loves doing it. But I don't really know what a MoC does. In my mind, it's someone who keeps the party going. Is that right?
