It is a nice idea but you don't Have to do them. I only had a few people coming from OOT staying at a hotel. Most staying at the hotel I work at. I made little gift baskets and it was a nice surprise for them....but completely optional.

Completely optional

We chose to do them for our DW as another way to show our appreciation for the time and effort all of our guests are making to travel to be with us at our wedding.

and yup, like the others said, only things required are you, future spouse, officiant and license ... not even witnesses are required in our jurisdiction
