That dress is gorgeous. I would start by finding a really good alterations person and see what they can do.

You could also just buy a detachable skirt to go over your dress, if that works.

It might end up costing less to source a similar dress then to alter a skirt to have the horsehair look. You'd have to buy the tulle and the horsehair. Which can get pricey with lots of yards. It doesn't hurt to ask though. I'd definitely give it a shot. Good luck!!
