Turn old dress into a new one?

Is there anywhere in the baton rouge area that will take an old dress and turn it into a new one? My mom read somewhere out of state does where they would take her old wedding dress fabric and turn it into the dress I want.

Hey Mariah!
This sounds like a specialist seamstress to me. Are there any seamstresses in your area that come highly reviewed and recommended? Wedding dress alterations can be quite pricey because of how delicate they are, so I would be prepared to pay quite a bit to completely transform one dress into a different one.
Do you have an old dress that you would like to transform? Have you thought about what you would like to change it to?
