Trouble filling out the chest part of my dress 1

My dress is very similar to the one pictured in that it’s strapless and has a sheer midline. Given I’m severely lacking cleavage, there’s an uncomfortable gap between my chest and the dress. I’ve since bought some pads in hopes of having them sewn into the dress:

Unfortunately, my seamstress noted that due to the gel in them, he’d be unable to sew them in. Additionally, although they provided the much needed comfort, they still weren’t big enough and they caused a gap to form between the top border of the bodice (?) and my chest. He has been urging me to buy “sticky pads” to help solve this issue. I’ve since attained a stick-on silicon bra, but I am 100% sure it’s still not enough.
Given that I’m not exactly confident in my lack of cleavage, consistently being told I need to “fix it” is frustrating and humiliating. It really just makes me feel awful. Any ideas/suggestions are greatly appreciated!

    Maybe try getting a couple of the sticky bras until the space is filled?
