I would just put flower girls with both of their names.

The doggie won't get butthurt about his name not being first, and a certain little girl and her mom may....

I feel like in most weddings I have seen dogs walk down with a bridesmaid, not actually having them replace a flower girl. Obviously they won't be dropping any petals, etc. You don't need to have a flower girl at all so I don't really see the point in calling your dog the "flower girl" instead of just having them walk down the aisle.
