So I've read that we're supposed to tip our limo driver 15-20% of the bill. Is this before or after taxes?

Check your contract. I've heard that many include a gratuity in the total.

The limo we rented for my brother's birthday had the gratuity included in the price. I believe the price was per person, with a small tip added in for each. Like Nancy said, check your contract.
