You need to find out if your service charge for the venue is a salary or a tip. Every venue is different, and IHMO, this is one of the sneakiest ways to be non transparent. In NY and everyplace else.

You simply ask, "this 20 % gratuity; is that the salary for the staff, or is it a tip. And who gets it."
