Time to have hair complete??

Did you agree upon the time when you hired her? I made sure to find an MUA whose schedule corresponded with when I needed to be ready. I eliminated anyone who was only available in the morning because, like you, I didn't want to sit around all day. Does she have another wedding or commitment that afternoon? If not, I'd ask her to adjust the schedule or find someone else.

That is odd.

Usually, The hair is done before makeup, since hot rollers or hair dryers are less than ideal for makeup melting. So, working back from 5, assuming ... 30 minutes' drive from where you're getting ready to the venue? That would be 4:30, 1-2 hours for photos at the house absolute max, 3:00, 1 hour for makeup, 2:00, still not sure why you'd need to be done 1.5 hours before that?

That seems super early.

When I was originally planning to go to the salon to have my hair done (about 1/2 hour from my venue) I was probably going to do an appointment starting between noon and 1pm for our 4pm ceremony (about 1.5 hours for hair and makeup and then 30 minutes back to the venue). I ended up having a friend do it instead and we didn't even start getting ready until 1:30-2pm.

Oh wow - 12:15 is the finish time? My hair/make-up is starting at 12 in order to be ready for a first look by 3ish. That does seem very early.
