Yeah.. kind of strange.. is he generally shy and doesn’t like the spotlight on him? I felt a little awkward making an announcement to friends (more so just picking the right moment!) but never crossed my mind to not tell the the first reasonable chance I got.

About being engaged? Not weird at all. Some people don't feel that everyone needs to know and nothing wrong with that.

It is a little odd. However, is it because he is shy or doesn't know how to bring it up to them? Or maybe he would like to tell them with you? If that's the case then maybe you guys can go over to their house to announce it together or have dinner.

Best friend? Yeah, odd.

Coworkers no. I don't tell co-workers any of my business. Best friend, yes it is a little odd.

A lot of people like to keep it to themselves for a while. I have known several people to do this for 4-6 months. And others, particularly in work, people who had mostly separate work and home lives, who never mentioned being engaged until invitations were out, or they needed vacation time off coverage. I think it is kind of sweet. Sooner or later he will want to say something. Don't push him.
