Shots?

Alcohol...our venue is being your own alcohol doesn’t matter what kind their only rules are, 1. no one can serve them self, so must have a bartender. No problem the venue will hire them for us. 2. No glass 3. No shots. Now I 100% understand no shots but fiancé wants “Fire and Ice” which is normally served as a fireball and rumplemintz shot...he wants it to be served “on the rocks” so it won’t be served as a shot...I wanted to ask the venue the thought on this but he said if it’s on the rocks it’s not a shot so no reason to ask...but I want to order menu signs...I’m not a big drinker so is serving a drink “on the rocks” make it not a shot? Even without a mixer added?
