I'd have two invitations, one that includes those invited to the rehearsal itself and one for those invited to the dinner

Typically the rehearsal dinner invitation doesn't mention anything about the actual rehearsal, since that's a smaller group and you can let them know via text/email/word of mouth. You would just do the same invitation for all RD guests.

Can you call it a welcome dinner for those who are not rehearsing? I’m guessing these are extra guests who are not SO/family of your wedding party?

Because almost half the wedding guests were invited to the rehearsal dinner (large wedding party and all out of town guests), daughter had a separate invitation card printed and sent them with the wedding invitations to everyone invited to both. The first line said "Rehearsal-Welcome Dinner" and the following line said, "Join us for a casual dinner following the rehearsal" and on the lines below were the details about the date/time/location. All the RSVPs were through the website, so any guest invited to both was prompted to reply for each event when they logged in. She sent the wedding party members info about the time/date/location of the rehearsal itself, separately; probably in a text and/or email. Overall, the process she used worked really well.
