Provide shuttle transportation or not?

Here's the issue: our reception is at a hotel and we chose that because most of our guests are from out of town. Our ceremony is at a church which is 3 miles away. I would say 40 of our 120 guests are staying at the hotel, and the rest are staying who-knows-where. If we provide shuttle service from the hotel to the church and back (for hotel guests), then what do we do with other guests who didn't stay at the hotel? It's a city wedding so while driving is an option, I imagine many will cab or Uber. If we provide a shuttle then how would we discourage non-hotel guests from using it to get from the church to the reception? Getting two shuttles seems expensive and having the shuttle make two loops in our limited time frame isn't an option. We don't want people to think that our wedding was great but transportation was a cluster. Thoughts, ideas, suggestions?

    I have not! That's an idea! This question will make me sound old, but how do Uber codes work? How much does it cost, do you know?

    We are considering it for our day. So, we were instructed to created a budget and that budget would be dispersed between your projected number of guest. Or, you can say you only want to pay $4 per ride used... And at the end, the total will be deducted from your account.

    The good things, most people will ride together instead of individually.

    Uber then sends you a code to give out to guest. When they use uber, they enter the code and get the discount or full amount off for the ride depending on what you choose to pay per ride.

    We provided guest transportation for most our guests! We had about 80 guests at the main blocked hotel, and about 110 take the provided transportation. We just wrote on the invites & website that the bus was leaving from the Marriott hotel at X time and people could leave cars there or uber to the hotel if needed. It worked out totally fine! Our venue was in a rural area with very limited uber or taxi services. We had guests RSVP yes or no on their cards if they wanted to use the shuttle or not.
