Postponing and Change the Dates- who gets them?

Our original date was May 22nd and we just rescheduled on Monday due to coronavirus. Our new date is August 21st. We already had a few guests send their regrets for the May 22nd date, and my mom thinks we can skip sending change the dates to these guests. I think we can extend the invitation again since it’s a different date. What’s proper etiquette here? Should all original guests get a change the date? Or would it be awkward for them to decline twice? Is it fair game to give a change the date to a B List instead?

    I would send them to all original guests. Some may have declined due to the original date not working for them, or because of the virus.

    I would send them to your entire guest list in case they can now attend because of the new date.

    I sent our change the dates to everyone on our original guest list, including those who declined.

    Anyone that was invited to the wedding should get a notice of it being postponed. With it being on a new date, the ones with regrets sent already may be able to attend.
