When is earliest I can put popcorn kernels in jar if wedding is late November?

I would check the kernel bag for an expiration date. If the best by date is after November, you should be fine anytime. I think.

Wow that sounds like a cool little favor. I agree with PP I think it's ok to put them in ahead of time as long as expiration date is ok. But maybe it's also something that's better off to do later closer to the date anyway.
