Petal Toss at End of Ceremony

My fiancé and I are hoping to do a petal toss exit at our ceremony. We have already purchased real dried flower petals (they are full petals, not the confetti that is more like pieces of flowers). I am debating whether to put them in glassine bags or just cones. Glassine bags would be easier to leave on everyone's seat because the petals wouldn't fall out like they would a cone, but cones seem easier to toss. Has anyone done either? What did they find to be effective? What worked and what didn't?
