Out of state bridesmaids and travel restrictions?

Hi everyone. So we will be having a tented outdoor wedding on 10/31/21. Our venue sold their building and so this is definitely a change for us. We are moving forward and excited. Because it’s outdoors people will not be required to test and we can have up to 200 guests. I have two out of state bridesmaids from Florida and Colorado and I was going to ask them to get tested if they want to be part of the bachelorette party and for getting ready the day of the wedding (though I’m rly asking everyone in the bridal party). Only three including myself are getting vaccinated. Cuomo stated April 1 the quarantine mandate for NY will no longer be a thing but I read that it only rings true for people who are vaccinated? My two out of state BM will not be getting vaccinated so they will need to quarantine it seems. What are you all doing for your out of state BM/family that want to attend the wedding? The only thing I can think of is if they come for the 24 hours that’s allowed but they’re flying. I don’t even want to mention it to them I’m so anxious
