Only dessert at reception?

Not to hijack this post but I have a question: If doing a later evening wedding what time would be acceptable to not serve a meal? 8:00? 8:30? 9:00? I have a friend thinking of having her ceremony at start at 8:00PM. Her reception would start no later than 8:30 where she would have a dessert station and some appetizers (probably like 4-5 choices) with beer & wine. She is worried people will still expect a meal at that time and doesn't know how late is late enough?

@Katie I don't think there would be a problem with that.
