NWR: upstairs neighbor left puppy out in balcony

So I'm hearing a dog whining outside my apartment (like when you crate train, that type of whine) I'm distracted with homework but after 30min in I realize this has not stopped. I go out and find my upstairs neighbor has left a puppy (maybe 3-4mo old) outside in the balcony. Sliding glass door shut but curtain is open with a light on. I think, maybe it's temp and go back inside. Two hours later... pup is still out there and crying relentlessly. So I tried knocking twice, no luck. Had my fiancé stand by the balcony to see if someone crossed the apartment but no one did. So, I decided to leave them a note (copied in comments.) The noise doesn't really bother me, to the point of not letting me sleep, I just feel awful for the little baby (I'm a dog lover, own two, and it breaks my heart to hear them cry.) I tried to sound friendly... Was I right? I don't want to be THAT neighbor but would also hate to hear this baby crying more often.

    Dear neighbor,

    I am one of your bldg. neighbors. I write to you because I am concerned about the puppy left out in your balcony last night (Friday – Sat night.) While you are gone he misses you terribly and cries nearly non-stop. I am sure you are unaware of his behavior (since you're out) so I just thought I should bring it to your attention, as I would appreciate if it was the other way around.

    I had not noticed him before and am wondering if this is just a temporary foster pup or if he is a new member of the family. In either case, he is very cute we want you to know that we are here to help with anything you may need. Please do not hesitate to contact me, ###-###-####

    You were right. No one should be leaving a puppy out on a balcony. How irresponsible! I don't understand why people will buy animals and do not have the time to take care of them.

    I could not agree more Rebecca. You know, sometimes I tried to tell myself that I can't expect everyone to treat their dogs like I do mine, and that as long as they are safe and fed they are better off than at a shelter BUT my heart can't take hearing this baby cry like that every night.

    I am wondering if they just found it, and maybe aren't dog people so decided to just watch it for the night? I really hope they contact me and that they take the note for what it is.

    Thanks ladies. @soontobeberling, it took everything inside of me to not says "WHO IN THEIR RIGHT MIND LEAVES A DOG OUT IN A BALCONY? IF YOU DONT WANT HIM, I'll TAKE HIM!" Lol but I refrained mostly because I don't want this to become a war with them. I have two of my own and they could start complaining about us without reason just to get back at us. That's what I made sure not to specify which neighbor I was.

    Now I'm anxiously waiting for their reaction (and their arrival, it's been FOUR HOURS at least!)

    @possum not until tomorrow morning. I definitely will if this repeats but I'n hoping we can solve this between us.

    They just got home, I heard them. Now I can sleep knowing he's not outside. It was seriously keeping me up.
