No alcohol due to venue not having a liquor license

So I’m not able to have alcohol at my wedding because I do not have the extra money in my budget to pay the bartender fee due to the venue not having a liquor license (so they have to have a licensed bartender serving the drinks). Also I have a future uncle in law that is in recovery and no one in his family really supports him in his recovery (they will party and drink right in front of him and basically rub in his face ) so we also don’t want to deal with that BS at our wedding. My family is also not huge on drinking anyway. Thinking of serving apple cider or sprite as a substitution for toasts.
Any other recommendations?

    There are countless drinks you can serve instead. Lemonade, iced tea, sherbet punch, hire an espresso catering bar for coffee/cocoa/Italian sodas, sodas, sparkling cider, hot cider

    I would not invite the rude relatives.

    I cant afford champagne at every table so for the toasts we are using apple cider. Theres also a blush apple cider & different flavored apple ciders as well.

    Also I do not know what to have guest do for an hour after the ceremony so my bridal party, close family and my SO and I can do photos since I won’t be having a cocktail hour for guests

    Do you plan to serve any appetizers? Cocktail hour doesn’t have to mean alcohol. You can have the cocktail hour for soft drinks and serve guests whatever you have on the list for beverages

    You'll need to host something for that hour. Soft drinks will do for sure, maybe some veggies/dip?

    You need to host something if you're having a gap to take photos. Find space in your budget. You don't need to host alcohol but you do need to offer some kind of drinks and snacks.

    We had a dry wedding. I was 19, all of our bridesmaids/groomsmen were under 21, my husband was 21 but didn't drink, my family doesn't drink, and my in-laws have alcohol problems (not only drinking too much, but also two of them hate each other and if they get a drink or two in them, they get into fist fights.)

    There weren't many options back when I got married - at the time, it was coffee/cocoa bars, and that was it. I did get the caterer to do a fresh fruit smoothie bar (our wedding was in July, much too hot for coffee and cocoa) and I can tell you, it was a hit.

    Now there are tons of options. Boba tea bars, specialty sodas, gourmet coffees, flavored lemonades, you name it, someone's done it.

    Sparkling cider is also totally acceptable for toasts and very cheap, and you can get a lot of nice options. I always have a sparkling cider at my holiday celebrations, and have had variations like strawberry, pomegranate, and peach.

    It’s perfectly fine not to serve alcohol but you need to provide food and beverages for your guests.

    What type of venue is it, we're having multiple yard games at our cocktail hour to keep guests busy. We have ladderball, cornhole, and yard jenga.

    It’s is a mainly inside venue with an outdoor patio with a gazebo and lots of Dancing space. Thinking of having corn hole and some other games with appetizers and some refreshments. Lemonade, sprite, cider, some other sodas as well.

    What time is the wedding? If it's at a mealtime you'll need to serve a full meal.

    We are starting the ceremony at 5:30pm and dinner is at 7:00pm. So I’m thinking of doing like vegetable trays, crackers, and some other apps, while my wedding party and I are doing photos, with ciders, sprite, and other drinks as well
