Do they want to all wear navy? There's no need for them to match your wedding colors or each other, or for you to pick what they wear. This is a good thing to take off your "to do list".

Just because they asked, doesn't mean you need to direct them. I think it's nice to let adults dress themselves in whatever they feel comfortable in. That works very well for most weddings. Although it sounds like you DO want them all to match, so I am not sure what you are asking.

Just an FYI, I don't know if you have diagnosed OCD, but using that as an excuse to be picky is not appreciated by people who do actually have the disorder. If you have it, then I apologize and take back all of my advice.

I think it would look odd to have the mom's all matching. I'd just let them wear what they want color-wise. Or give them some complimentary colors to choose from.

I think having the three of them match the wedding party would be odd. I would tell them to wear what they want in a color they like.

They should be able to wear whatever color they'd like. If they really want direction, you could send them links to different styles, but otherwise, it's totally up to them.

Our parents asked us what we would prefer and we asked them to wear navy. Our colors are red and navy. I think it will look nice to have them in matching colors for photos. If they’re open to it I think it makes a nice cohesive look!
