How many individual reviews do you think is appropriate for an artist to have before reaching out? One girl has zero on wedding wire, 2 on Zola and 1 on google. All 3 give perfect stars. I'm willing to go with less experience but what review number is a good minimum? 5? 10?

Probably for few reviews you might make sure the contract does not obligate you to much money up front. I think if someone does not have an established record (maybe 10 but could be fewer if they are trusted reviews) should give more security for your concerns than theirs. You can try to adapt a contract when reserving their services. Also, make sure the contract shows a full refund if they do not provide the services.
Maybe someone else will chime in with better advice too.
