We are trying to decide what date to choose and it is complicated because my Fiancé is in his junior year of Army ROTC. When would be the best time to have a wedding?

You can talk to him about the dates for him to be available for your wedding and go from there. Especially if he is doing full time. You may have flexibility if he is doing it part time (if he serves once or twice a month). I hopes this helps. Thanks for his service
