I need help finding someone to color my hair and cut it before my June 20th wedding any ideas with all the salons being closed because of the coronavirus??? And my fiancee needs a haircut badly.

Not likely since cosmetologists can lose their license for providing services when it's been banned.

Try the thumbtack app. They can come to your house and do it. We should be off lockdown by then. Even then so. There isn’t any issue with them providing one on one service in a home.
