Is this okay to wear to black tie optional wedding in Florida.

I plan in wearing a black shawl over it at the Ceramony? Can't return in. Looks a little less bright in person.

I think that is nice with the black shawl. It is good that it's long, so it is probably okay.

There are very few people who actually travel in circles that would require black tie formal wear at a wedding. If you receive an invitation like that, the host assumes the male guest already owns a tuxedo.

Black tie optional gives the male guest the option of wearing a tuxedo, but it's not a necessity. For women, a floor length dress or cocktail dress is appropriate (as long as the cocktail dress is not too short or revealing). The dress you're planning to wear is fine.
