Is there hope for this dress with alterations?

I seriously regret buying a dress online on impulse. They had a sample sale and it was the last one. I really liked the poufy outer shell to easily transition from a princessy, cloak-like outer shell that can be taken off to reveal a shorter high-low dress I will easily be able to dance in during our reception.

It just came in today. I’m happy with the outer dress, but after trying on the dress underneath, I’m a little disappointed. The cups don’t hold my tatas and just lazily cover them, and they’re very stark against the rest of the mesh on the top half of the dress. I also have a long torso, and the waist hits at least 2 inches higher than I think it needs to be, and I’m not sure how alterations could fix this. I also want to cut the neckline and lower it a little, and cut out the clasp on the back. AND I want to fill in the mesh so the cups don’t look like they were lazily slapped in there, and perhaps some sort of tightening so my boobs have a bit more support.

With the outer shell on, I think it looks great. I could try to sell the dress underneath and find another to go with it, it just wouldn’t have the clasp that attaches the sleeves to the underdress sleeves.
But is it possible to salvage it? Is it worth attempting this much alteration? And in your experience, are these alterations even possible?

I would take it to a seamstress and get a quote. From the pictures, it doesn't look that bad. I think the waist looks fine actually, you just need the top taken in a bit to fit you better.

I’m no seamstress. But you listed a lot of fixes and it doesn’t seem worth it. I’d go with your second option and purchase a dress you really want (instead of trying to create something from a dress that doesn’t work). I’m sure a seamstress can add claps to a different dress if needed.

I don't think it looks that bad but if you don't want your chickens free range, that's definitely not enough support in the bust. I think if it's taken in at the waist and maybe lined to alter the the sheerness so you can put a bra on that would probably be doable. Another option would be those sticky bra things that keep everything in place with some double sided garment tape.

Fixing the cups and lining behind the lace should be no problem. Changing the neckline and anything that involves cutting the mesh, however, are likely to throw off how the dress lays and supports itself , so I would not expect that part to be an easy fix. It is very pretty as is though!
