Is my bustle supposed to look like this??

Looks like French bustle to me. Didn’t the seamstress show you options before?

I have seen bustles look that way and others that look completely different.

I think the point of the bustle is to pin the train up so you won’t have to worry about it the rest of the night. If this were my dress I would have issue with the fact that there’s still a mini train of sorts when bustled. Unless that’s what you wanted, I’d speak up and have it fixed. With a little train like that I think you’ll have to walk forward all night long, any backing up and you might step on or get tangled in that train.

I would go back to seamstress. I honestly don’t think it looks right. Is it hooked up right? It shouldn’t have a train after its bustled. That’s the point behind a bustle.

Never knew what bustles are until my seamstress asked me which type I want her to do. She showed me pictures and I chose this one.

This looks much better than the original photo! You were probably expecting an American bustle, which is more common for your style of dress. It looks like she did a French bustle. You could ask her to change it. But like I said, this photo really does look fine.
