Is it normal for a restaurant event space to have a venue fee and service charge (which is not gratuity)?

Yes. Typically the venue fee is just for the rental of the space and the service charge goes toward administrative costs.

Yes, this is common. The venue fee is what they charge just for your use of the space, and the service charge typically goes towards anything like setting up/tearing down the room, labor costs, admin fees, etc. Some places put some of the service charge towards gratuity, but most of the time, gratuity is a separate cost. Check with your venue on exactly what the service fee covers.

Yes, this is pretty standard. The venue fee is just to rent the space. The service charge covers everything else (administration fees, set up/tear down, wages for those employees dedicated only to your wedding that evening, etc.)

Every restaurant is different. Some have rental fees and others don’t. All of them require an email to the catering department who can tell you what the policy is, if it is not already listed on the website.
