Inviting Ex step-dad??

We are starting to do a guest list and I'm not sure whether I should invite my ex step-dad or not (not sure what else to call him). The story behind it is he was married to my mom for about 8 years, he became more of a father to me than my real dad. I had always pictured him walking me down the isle. When my mom and him split he would confide in me and we basically became best friends. It was actually his blessing my fiancé asked for before proposing but recently he got a new girlfriend and basically cut all ties with my sisters and I. Has only seen my daughter twice and she she is two months old (was there my whole pregnancy). Every time my fiancé and I try to make an effort to reach out to him he makes excuses as to why he can't see us. At this point I don't see why we'd want at our wedding but it breaks my heart thinking about him missing it. I feel like I'm between a rock and a hard spot. Has anyone had any similar situations and if so what did you do?

    My sister in law had her bio dad and her ex-step dad walk her her mom and him had just divorced not to early before the wedding I'd ask and let him decide
