I found a venue that is also a hotel- almost all of our guests are going to be coming from out of town. If we book this venue (the rooms are included in the cost) how do we navigate giving the rooms to the guests? And is it okay to ask them to pay for their rooms?

To clarify, the venue's contract specifies that you must pay for all the hotel rooms in order for you to have your wedding at their location? Or is the hotel offering "courtesy room blocks" which is a group discount rate for typically 10 rooms, which the guests pay hotel directly (common in US hotels). If the former, then I have heard of this with resorts in the Caribbean or US ranches and campsites. This is a sticky situation as per etiquette, you cannot force your guests to take the offered accommodation, even if you provide the payment. Every free human being has a choice to reasonable housing when traveling. Furthermore, asking your guests to essentially "pay you back" would be off-putting and inappropriate as you didn't include them in choosing this venue, nor did they agree to fund part of your wedding.

If you haven't yet signed a contract, I suggest budgeting for the full amount to be paid by you. If you cannot afford this, then I would rethink this venue. Guests may not want to book these rooms at full capacity. Overall, you do not want to come up short with your budget and venue/catering is the largest expense. If this is a destination wedding, keep in mind there is a higher decline rate. I've heard 20% of the guest list. Good luck.

How is the room allotment related to the number of guests you will have? Is this the only nearby places for guests to stay for the wedding -- if they cannot travel on that day?

Can you ask for a change in the contract where guests check-in and pay but that you will cover any shortage of room occupation (but not extra fees)? You can tell them the etiquette issue you run into.
