Meadowlark botanicle gardens in Vienna, Great Falls can be a great spot too. In MD incase you were willing to drive further, theres the Silver Spring botanicle gardens, I had mines there, lots of locations there to take amazing pictures.

I don't know what part of VA exactly you are looking for, but a GREAT place in northern VA is Locust Shade Park. It is right near Quantico Marine Base. There are SOOOO many options of places to take pictures all within the park and walking distance of each other. It's awesome!!!
