Rent a coffee urn from a local party rental business to dispense it. Make sure it's labelled.

Would you consider having a hot chocolate machine?

Another option is to have an espresso catering cart come in. Check Thumbtack.com or yelp for your area.

My caterer took care of my hot chocolate bar. And it wasn’t that much more per person to add it, less than $5 and they provided all the toppings and such.
Ask your caterer if you’re using one.

Can your caterer just take care of this for you? That sounds like the easiest option.

What about having a couple of things of hot water obviously labeled hot water. And have hot chocolate packets and a thing of tiny marshmallows on the hot chocolate bar, that way people can make it kind of their own. I also think that they have different types of hot chocolates. Idk just a thought.

I would ask the caterer or the venue if they can provide this.

We had 2 urns out. One had coffee and the other one just had hot water. We then had hot cocoa and tea packets on the side.

We are doing a Keriug Hot Cocoa Bar, and then we will just have all the toppings out for them. That way we can easily have coffee and cocoa. Our bar will have a few bottles of Bailey's for anyone who wants their beverage spiked.
Originally we were going to buy cocoa in bulk from Costco, get a few coffee/hot water carafees and just go that route. With Covid we would have had to scoop the cocoa into individual little cello bags...

The keriug is a great idea. People just have to pop in the k cups and then add their own toppings, also you can have such a big variety of stuff. They have bulk varieties of hot chocolates, coffees and teas. I bought a bulk hot chocolate before, it had regular hot chocolate, dark hot chocolate, snow Ball flavored hot chocolate and I think the other one was twinkies. And sometimes you can find them in bulk for a good price.

Have your caterer do this or look into espresso bar catering.
