Guests want to bring their baby

My friend wants to attend our wedding along with her husband but asked me if she could bring her baby....I want them to come but I'm afraid they'll decline if they can't bring their baby. The only babies I'm allowing are family's babies (like 3 of them)....and babies take up the headcount if they need a high chair. Ugh.... should I just allow her to come and just say he might not have a high chair due to limited seating??? I'm already restricted with size and room because of Covid. I think the only family they have to babysit lives about an hour away.

    My fiance and I aren't allowing any kids besides the wedding party to our wedding. If you allow her do you think that other people will get mad that you made an exception for her? How old is the baby?
