Wow. I can't even believe people think that's acceptable? If someone sent me that invite I'd laugh and promptly throw it away. What's the point of inviting guests to a party that you're hosting if you're asking them to pay for their own meal?

The birthday party for $25 per head/kid, which was what prompted the post, was even sadder to me. Poor kid will probably not have a lot of guests at his party.
