The Rose Garden at Reid Park in Tucson is $50/hr. Great for ceremonies.

Oh! Agua Caliente, also down in Tucson, can accommodate a ceremony for free. The caveat is that they don't allow for chairs, so you would have to have a shorter ceremony. They also have a 25-50 person cap depending on the day (although they shouldn't track that too closely, so there's some leeway).

It really depends where. Tucson? Phoenix (West Valley, East Valley, etc)? Flagstaff? Sedona?

I love the Lost Dutchman State Park, but it's quite a drive from most places in the valley. And it's not that cheap. http://azstateparks.com/Parks/LODU/weddings.html

Depending on your location, I may be able to help more.
